Dongkuk Steel Mill Files Value-Up Plan Targeting 0.3x Price-to-Book and 3–4% ROE by 2028

Why this report

Written after:

Dongkuk Steel Mill filed a corporate value-up plan on 2026-10-21 that sets targets of 0.3x price-to-book and a 3–4% return on equity by 2028. The plan adds stated goals and shareholder return commitments, but it does not change the earnings picture in our previous report.

What happened

On 2026-10-21 the company submitted a voluntary value-up plan (a price-to-book improvement plan). It says the stock traded at 0.25x book at the 2026 half-year, that return on equity is below the cost of equity, and that its profit base in rebar and section steel is sensitive to domestic demand.

The targets for 2028 are price-to-book of 0.3x and return on equity of 3–4%, plus a price-to-earnings multiple of 7–8x. The plan lists fixed-cost cuts through product and plant-utilisation changes, wider sales of higher-value products such as D-Mega Beam, more exports and new businesses. On shareholder returns, it commits to a minimum dividend of ₩400 per share a year and to cancelling all treasury shares within 2027. The plan also covers regular investor meetings at least once a quarter and more English-language disclosure and investor materials.

The filing shows the 2025 dividend totalled ₩19.8B, a payout ratio of 240.8%, down 33.3% from ₩29.7B in 2024. The plan carries a standard caveat that forward-looking items may change. The number of treasury shares to be cancelled is not given in the excerpt we have.

What it changes for the thesis

Our previous report described a company whose operating margin fell from 8.9% in 2023 to 2.7% on a trailing basis, with negative free cash flow and a low price-to-book ratio of about 0.3x. The plan confirms that diagnosis: the company itself says return on equity is below its cost of equity.

It adds a stated path, but the targets are modest. A 3–4% return on equity compares with 0.6% trailing and 8.3% in 2023. Reaching 0.3x book would be close to where the stock already sits, so the goal is not a large re-rating. The dividend floor and the treasury share cancellation address the shareholder return side of the thesis. However, the 2025 payout ratio of 240.8% was far above earnings, and trailing free cash flow of -₩443.4B is unchanged, so the plan does not resolve the cash flow question we flagged. Delivery on margins is still to be shown in quarterly results.

What it changes for the valuation

The plan does not alter reported financials. The model estimate, based on the assumptions shown, is now ₩23,852 per share in the base case, against ₩26,225 in the previous report. The bear case is ₩0 in both, and the bull case is ₩141,228 against ₩80,250. The discount rate used is 4.9% versus 6.6% before, which accounts for much of the wider bull case. The range stays extremely wide, reflecting thin and volatile cash flows.

The share price closed at ₩9,430 on 2026-10-23, against ₩9,840 on 2026-10-16. Price-to-earnings is 43.7x, price-to-book 0.2x and dividend yield 4.2%. The company's 0.3x book target is about in line with the earlier level, and the 7–8x earnings target is far below the current multiple, which only makes sense if earnings rise substantially. The model figure is not a price target or a buy or sell signal.

Closing view

The value-up plan gives investors clearer goals and some commitments: a ₩400 per share dividend floor, cancellation of treasury shares and better investor communication. The targets are modest and the plan offers no new earnings or cash flow numbers. The model base estimate is lower than in our previous report, and the range remains very wide. The evidence is mixed, and this note makes no recommendation. Future quarterly margins and free cash flow will show whether the plan is being delivered.
