BNK Financial Group Files Value-Up Plan 2.0 With ROE, CET1 and Shareholder Return Targets
BNK Financial Group filed an updated corporate value-up plan on 2026-10-22 setting targets of ROE of at least 10.5%, CET1 of at least 12.5% and a shareholder return ratio of at least 50%. The plan sets goals but gives no timeline in the excerpt, so it adds direction rather than changing reported results.

What happened
On 2026-10-22 the company filed its 2026 corporate value-up plan, described as Value-up 2.0, following the first plan announced in October 2024. The board approved it on 2026-09-03. The company said its review found a need for fundamental improvement in profitability and capital efficiency.
Three core targets were reset. First, ROE of 10.5% or more, to be pursued through targeted industrial finance in the Busan-Ulsan-Gyeongnam region, more diverse income sources, cost efficiency and a portfolio shift toward higher-quality industries and products. Second, a common equity tier 1 (CET1) ratio of 12.5% or more, with annual risk-weighted asset growth held within 4% and capital reallocated within the group based on return on risk-weighted assets. Third, a shareholder return ratio of 50% or more, with evenly paid quarterly dividends, an effort to meet the conditions for separate taxation of dividend income, and all remaining capacity used for share buybacks and cancellations.
The company also said executive performance evaluation will be linked to these indicators, governance will be board-centred, and it plans regular market communication such as Capital Markets Day events. The filing shows the 2025 dividend payout ratio at 28.1% and a 2025 dividend amount of ₩229.2B, versus ₩207.4B for 2024. It marks the company as a high-dividend company under the tax law. The filing warns that plans may change and actual results may differ. A target date was not visible in the excerpt.
What it changes for the thesis
The previous report described a profitable financial holding company valued at a discount to book, with modest returns (ROE 7.0% to 7.6%), high leverage and negative free cash flow. It noted the data did not show that returns justified a higher multiple.
The plan speaks directly to that gap: the ROE target of 10.5% is well above the current 7.0%, and the shareholder return target of 50% is well above the 28.1% payout ratio for 2025. It also commits to a capital discipline framework that addresses leverage-related concerns. However, these are intentions, not results. The excerpt gives no deadline, no figures for buyback size, and the 2026 first-half numbers are unchanged. So the thesis stays as before: mixed evidence, with a clearer set of goals to track.
What it changes for the valuation
The model has an estimate based on the assumptions shown (excess-return method, 9.7% rate, trailing to H1 2026): bear ₩11,895, base ₩22,722 and bull ₩36,800 per share. The previous report had no model estimate, so there is no earlier range to compare. The shares closed at ₩14,150 on 2026-10-21, below the base estimate and within the bear-to-bull range, and 38.6% below the 52-week high of ₩23,050. The wide range shows how sensitive the estimate is to its assumptions.
On multiples, the P/E is 5.8 (6.4 previously), P/B 0.4 and dividend yield 5.2% (4.9% previously). The peers shown trade at P/B of 0.7 to 1.9 for the larger groups. The plan's targets are not built into the model, which uses reported trailing results. This is a model estimate, not a price target.
Closing view
The filing gives the company a stated framework to close the gap between its low book multiple and its modest returns: higher ROE, firm capital limits and larger payouts, with buybacks as the residual use of capital. These targets are well above current levels, and the filing itself cautions that outcomes may differ. The share price has fallen over the past three months, and foreign ownership has slipped from 39.6% to 37.0%, so the market has not yet reflected the plan in the data we have. Delivery, timing and the size of buybacks will determine whether the plan matters for valuation; none of that can be judged from this filing alone.
